sorry, might be a dumb question but why do you need a host? what does it offer to help establish your blog??? again i apologise if this a dumb question, but if you don't know, you don't know!!
Blogs are different from websites. Blogs are free and are hosted by a "Blog" service. In return they get advertising and whatever. Websites require some one to host them. But offer a lot more functionality. On your website you can have a forum, store, blog etc. If you just want a blog, I use blogger! Google it.
